The liquid rising on the sugar side shows water has moved into the more concentrated sugar solution. Osmosis moves water from the dilute side (pure water, higher water potential) to the concentrated side (lower water potential), so water moves towards the more concentrated side. It is not an equal two-way movement, it does not move towards the dilute side, and the sugar molecules do not need to cross for water to move.
