Phloem is the tissue that moves dissolved sugars made in the leaves, and in a stem the phloem lies towards the outside of each vascular bundle. So the outer tissue that moves the sugars is phloem. Xylem, which lies towards the inside, carries water and minerals rather than sugars, and the cortex and epidermis are not sugar-conducting tissues, so the tissue described is the phloem.
