After discovering the damage to their farmland, the villagers' first reaction, before any investigation, was to assume that wild animals from the forest were responsible for eating their crops and food.

The passage names the village hunter separately, as the person who later examined the scene and reported that there were no animal footprints to support the accusation, meaning the hunter was not himself accused. The children from the second village are only discovered later, on the fifth night, and are not the group the villagers first suspected. Town thugs are never mentioned anywhere in the passage.

Because the text states plainly that the villagers first blamed wild animals for the damage before the hunter's investigation raised doubt, the group first accused is the wild animals.

Examination tip: comprehension questions asking who was first accused want the earliest suspicion mentioned in the passage, even if later evidence in the story proves it wrong.
