Once the hunter's report ruled out wild animals as the cause of the damage, the passage says the village head called all the villagers together and set up a group whose job was to keep watch at night, in order to find out who or what was really responsible.

The passage does not say the village head went to the second village himself, that only happens later, after the culprits are caught, and it is the elders in general, not the village head alone, who make that visit. Examination tip: track each character's specific action as the passage narrates it in sequence, the village head's contribution here is organising the night watch, distinct from the later reconciliation visit made by the elders.
