Which sequence is the correct order for making insulin by genetic engineering?

Genetic modification follows a fixed logical order: you cannot join a gene into a plasmid before you have cut it out, and the plasmid must carry the gene into the bacterium before that cell can copy it. So the correct sequence is to cut the insulin gene from human DNA with a restriction enzyme, use ligase to insert it into a plasmid forming a recombinant plasmid, return that plasmid to a bacterium, then culture the bacteria so they multiply and express the gene. Any answer that has the bacteria growing or the gene being expressed before it has even been cut out reverses cause and effect and cannot be right.
