A coastal community in Bangladesh is planning adaptation to sea-level rise. Fig. 1 is a cross-section through a low-lying village beside the Bay of Bengal. The proposed embankment would be built between the sea and rice fields. The diagram also shows a cyclone shelter on raised land. Local residents depend on fishing, rice growing and small shops, so planners must consider social and economic effects as well as physical protection.

(a) One tropical-cyclone hazard is a storm surge. Coastal flooding, very strong winds, and intense rainfall are also valid. [1]
(b) The cyclone shelter provides a raised safe place above floodwater. Residents can shelter there during a cyclone, reducing their exposure to flooding and dangerous winds. [2]
(c) An embankment can be overtopped or breached during an extreme storm surge. If this happens, homes and rice fields behind it can still flood, so relying on this one defence does not eliminate risk. [2]
