  2. (b) Residents can benefit from illuminated streets without paying. [1] It is difficult or costly to exclude non-payers or identify every user. [1]

This is the free-rider problem. Light spreads across public spaces, so the firm cannot easily restrict the benefit only to people who have paid the monthly fee.
