He urged them to submit to the governing authorities because they were appointed by God and serve as agents of God's wrath against wrongdoers. He argued that whoever rebels against the authorities rebels against what God has instituted, and that they would face judgment. He further urged Christians to pay their taxes to the authorities as they are owed, and to give to each what is due, such as honor to whom honor is due, and respect to whom respect is due.
