The order in which amino acids are joined to build a protein is set by the sequence of bases in the gene. The base sequence acts as a code, with each triplet of bases specifying one amino acid, so the order of bases dictates the order of amino acids and therefore the protein's shape and function. The amount of water, the temperature of the cytoplasm or the number of chromosomes does not determine the amino acid order; only the base sequence in the gene does.
