Question 1 Report
Study source A below.
Source B
'I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures. If Greece should fall to the communists, confusion and disorder might well spread throughout the entire Middle East. The seeds of totalitarian regimes are nurtured by misery and want. They spread and grow in the soil of poverty and strife. I therefore ask the Congress to provide authority for assistance to Greece and Turkey in the amount of $400 million.'
From a speech by President Truman to Congress, 12 March 1947.

Analysing the source content [up to 4 marks]:
This source is President Truman's speech to Congress on 12 March 1947, which became known as the Truman Doctrine. It is highly useful because it reveals the key justifications the US government offered for entering the Cold War:
Using own knowledge, the immediate context was that Britain had informed the US in February 1947 that it could no longer afford to support Greece, where a civil war was raging between the government and communist insurgents. Turkey was also under Soviet pressure for territorial concessions and access to the Turkish Straits. The Truman Doctrine marked the moment the US formally accepted the role of leading the Western world against Soviet influence.
Evaluating limitations [up to 4 marks]:
Exam technique: When a source is a speech, always consider who the speaker was trying to persuade and why. This does not make the source useless - it makes it useful as evidence of how leaders justified their policies, even if it is less reliable as a balanced account of what was really happening.
