In Nigerian constitutional history, the Clifford Constitution (1922) introduced the elective principle for the first time. It provided for the election of four members to the Nigerian Legislative Council: three from Lagos and one from Calabar. The remaining members were either nominated or served in an official capacity.

The Richards Constitution (1946), named after Governor Arthur Richards, retained the same four elected seats from the Clifford arrangement (three from Lagos and one from Calabar) while restructuring the legislature to include regional representation through regional councils. Although the Richards Constitution expanded the Legislative Council and introduced regionalism, the number of directly elected members remained at four.

Thus, both the Clifford and Richards Constitutions provided for the election of exactly four legislative members. The subsequent Macpherson Constitution (1951) significantly expanded elected representation, while the Lyttleton Constitution (1954) transformed Nigeria into a federation with broader electoral participation. Neither Macpherson nor Lyttleton is associated with the four-member elected legislature.
