It is a Drop Cap: an enlarged first letter of a paragraph that drops down and occupies two or more lines of text to decorate the start of the document.

(a)(ii) I. Steps to achieve the Drop Cap

1. Select the first letter of the paragraph.
2. Click the Insert menu.
3. Click Drop Cap.
4. Click Dropped.

(a)(ii) II. Steps to obtain the two columns

1. Highlight the text to be arranged in columns.
2. Click the Page Layout menu.
3. Click Columns (or More Columns).
4. Select Two with a line between, then click OK.
