Government as a process or art of governing refers to the activities involved in making and enforcing laws in a state. It includes the actions and decisions of elected officials and other individuals who hold power and authority in a society, such as the judiciary, police, and administrative agencies.
The process of governing involves creating and enforcing laws and policies that regulate the behavior of individuals and institutions within a society, as well as providing services and resources to meet the needs of the people. It involves negotiating and making decisions about important issues such as economic development, public health, and national security.
While voting at general elections, orders of the judiciary and police, and activities of political parties and pressure groups are all important components of the government process, they are not the essence of what government is. Rather, they are various means or mechanisms by which government operates and exercises its power.
