This question tests converting two fractions with different totals into percentages so that progress can be compared fairly.
(a) Each site's percentage progress is the number of units completed divided by the number planned, multiplied by 100:
\[\text{Site A: } \frac{156}{200}\times 100 = 78\%\] \[\text{Site B: } \frac{133}{175}\times 100 = 76\% \text{ <b>[3]</b>}\](b) Comparing the percentages, Site A has made the greater percentage progress. [1]
Even though Site B has completed fewer housing units in total, 133 against 156, converting to a common scale of 100 shows that Site A is proportionally further ahead of its own target, which is what "percentage progress" measures.
