One major flaw of this system was that it championed ethnocentrism. This means that it favored some ethnic groups over others, which created tension and conflicts between ethnic groups. Additionally, the system was not centralized, which meant that there was no uniformity in the way it was implemented across the country. This led to inconsistencies and inefficiencies in governance.
