A barometer is an instrument used to measure atmospheric pressure. The weight of the air above the barometer exerts a pressure on the mercury in the barometer. This pressure is measured and used to determine the atmospheric pressure. Knowing the atmospheric pressure at a particular location, we can estimate the height of the location relative to sea level. As we go higher, the atmospheric pressure decreases due to a decrease in the weight of air above us. Therefore, a barometer can be used to determine the height of a mountain. The barometer can't be used to determine the depth of a mine because the atmospheric pressure doesn't change significantly with depth. Dew point is the temperature at which the air becomes saturated with water vapor and dew starts to form. Barometers are not used to determine the dew point.
