Under Count Camillo di Cavour, who became Prime Minister in 1852, Piedmont-Sardinia underwent a programme of modernisation. Cavour promoted free trade by reducing tariffs and negotiating commercial treaties with Britain, France, and other states. He modernised Piedmont's infrastructure, building railways, improving roads, and expanding the port of Genoa. The Siccardi Laws of 1850 curtailed the privileges of the Catholic Church, including its separate courts and right of asylum. Cavour also strengthened the Piedmontese army and sent 18,000 troops to fight alongside Britain and France in the Crimean War (1855), gaining Piedmont a seat at the Congress of Paris and international recognition.
