The World Disarmament Conference opened in Geneva in February 1932 with representatives from approximately 60 nations. The central dispute was between Germany and France: Germany demanded equality of armaments with France, arguing that either France should disarm to Germany's level or Germany should be allowed to rearm. France, led by Andre Tardieu, refused to reduce its armed forces without receiving binding security guarantees against future German aggression. The conference stalled over this fundamental disagreement. After Adolf Hitler came to power in January 1933, Germany withdrew from both the Conference and the League of Nations in October 1933, effectively ending any prospect of agreed disarmament.

Disarmament failed because of a fundamental security dilemma. France insisted on security guarantees before reducing its forces, haunted by the German invasion of 1914 and determined never to be left vulnerable again. Germany demanded equal treatment, which France regarded as a direct threat. The rise of Hitler in January 1933 made genuine disarmament politically impossible, as Germany began rearming in secret violation of the Treaty of Versailles. Britain was unwilling to commit to a military alliance to defend France, which undermined French willingness to disarm. The Manchurian crisis (1931-33) had demonstrated that aggression could go unpunished by the international community, making nations reluctant to weaken their own defences. Mutual distrust ran too deep for meaningful compromise.
