Answer Details

(a) How the Bolsheviks dealt with political opposition after October 1917 [4 marks]

The Bolsheviks moved swiftly to suppress opposition. They closed down hostile newspapers and banned the Kadet (Constitutional Democrat) Party in November 1917. The Constituent Assembly, in which the Bolsheviks held only 175 of 707 seats after elections in November 1917, was dissolved by force after sitting for just one day in January 1918. Other socialist parties, including the Mensheviks and Social Revolutionaries, were gradually suppressed, with their members arrested or driven underground. By 1921, Russia was effectively a one-party state with all opposition parties banned.

(b) Why the Cheka was important for Bolshevik survival [6 marks]

  • The Cheka (All-Russian Extraordinary Commission), established in December 1917 under Felix Dzerzhinsky, served as the Bolsheviks' secret police force.
  • It arrested, imprisoned, and executed suspected counter-revolutionaries without trial during the period known as the Red Terror (1918-1921).
  • The Cheka suppressed the Left Social Revolutionary uprising in July 1918 and hunted down White sympathisers across Bolshevik-held territory.
  • It played a key role in enforcing grain requisitioning during War Communism, ensuring the cities and army were fed.
  • The ever-present threat of Cheka action deterred opposition and maintained discipline among the population.
  • By 1921, the Cheka employed over 250,000 agents, making it a pervasive instrument of state control that reached into every community.

(c) How effectively did the Bolsheviks consolidate their rule by 1924? [10 marks]

By the time of Lenin's death in January 1924, the Bolsheviks had achieved significant consolidation of power. They had won the Civil War against the Whites and foreign intervention. All opposition parties had been banned, creating a one-party state. The Cheka (reorganised as the GPU in 1922) maintained internal security. The New Economic Policy (NEP), introduced in 1921, had stabilised the economy after the chaos of War Communism. The 1922 Constitution formally created the USSR, incorporating the national republics under Bolshevik-dominated central control. The Communist Party controlled the government, the military, the economy, and the media.

However, consolidation was incomplete in several important respects. Lenin's death created an unresolved succession struggle between Stalin, Trotsky, Zinoviev, Kamenev, and Bukharin that would dominate Soviet politics for years. The NEP had created social groups whose interests conflicted with communist ideology: the Nepmen (private traders) and kulaks (wealthier peasants). National minorities resented Russian dominance despite the formal federal structure of the USSR. The economy remained overwhelmingly agricultural, with industry far from recovering to pre-war levels. The regime relied heavily on coercion through the secret police rather than genuine popular support.

In conclusion, the Bolsheviks had successfully consolidated political and military control by 1924, but the system they built remained fragile, economically underdeveloped, and dependent on strong leadership that Lenin's death now placed in doubt.
