Overview

A restaurant owner discovers that a new food safety rule means every member of kitchen staff must hold a certificate. The course costs money, the staff are off the rota while they take it, and a temporary cook has to be hired to cover. Nothing about the menu, the prices or the customers has changed, and the business has become more expensive to run. That is what legislation feels like from the inside, and it is why candidates who can only say that laws protect people miss most of the marks.

In this lesson you will meet the three areas of law the specification names: employment law, health and safety law and consumer law. For each you will learn what it requires, what it costs a business in money, training and recruitment, and what happens when a business fails to follow it. You will also learn the argument that separates a good answer from a routine one, which is that regulation is not only a cost. The same law that raises a business's expenses also raises those of every competitor, and it protects the business itself from the consequences of getting things wrong.

Start with the restaurant. The owner has to pay for six courses, lose six shifts of productive work, and hire cover. She has gained no new customers and can charge no more for the same meal. On the day it happens, legislation looks like a pure cost and nothing else.
