The equivalent of a commissioner at the local government level is the supervisory Councillor. At the state level, a commissioner is the highest or completely in-charge of a particular ministry. In the Presidential System of Government for instance, the bill is sent to the appropriate standing committee for study and report to the House. The committee also reports back to the House for the second reading to take place. It is the duty of the committee to study and report and not to pass the bill
