In other words, if an issue was not mentioned in the exclusive or concurrent list, it was left for the regional legislatures to decide. The federal government was only responsible for issues listed in the exclusive and concurrent list. This system helped to promote regional development and allowed for more efficient governance by delegating power to the regions.

One of the major functions of the warrant chiefs was to take charge of local administration. Before this regime, there were 12 states in Nigeria, but after the regime took power, they decided to create 7 additional states, which brought the total number of states in Nigeria to 19.
