The IGCSE 4GE1 urban environments section covers three areas: trends in urbanisation and the emergence of megacities, the social and environmental challenges that rapid urban growth creates, and the strategies available to manage those challenges sustainably. Global urbanisation trends

Urbanisation is the increase in the proportion of a country's population living in urban areas. Over the last 50 years, urbanisation rates have differed sharply between regions. In most of Europe and North America, urbanisation occurred primarily during the industrial revolution and is now relatively stable, with high urban populations but slow growth. In Africa and Asia, urbanisation is happening rapidly, driven by rural-urban migration, natural increase within cities, and reclassification of formerly rural areas as they grow.

Two related processes shape urban geography in developed countries:

  • Suburbanisation: The outward spread of the built-up area as people and businesses move from the city centre to the suburbs, attracted by more space, lower housing costs and a perceived better environment. This process was accelerated in the 20th century by car ownership and improved transport networks.
  • Counter-urbanisation: The movement of people from cities and suburbs to smaller towns and rural areas. Improved telecommunications, flexible working and a desire for a quieter lifestyle drive this trend. It can inflate house prices in rural communities and change their character.

The rise of megacities

A megacity has a population exceeding 10 million. The number of megacities has grown sharply, and most new ones are in developing or emerging countries (Lagos, Dhaka, Mumbai, Sao Paulo). Factors driving megacity growth include:

  • Rural-urban migration (people move to cities seeking employment, education and healthcare)
  • Natural increase (high birth rates and falling death rates within the city)
  • Industrial and commercial investment concentrating in one dominant city
  • Government centralisation and infrastructure investment

Rapid urbanisation creates a range of problems: congestion, inadequate transport networks, unemployment (especially in the informal sector), rising crime and environmental degradation including air and water pollution.

Urban land use patterns

The specification requires understanding of the factors that affect urban land use: locational needs (different activities need different types of space), accessibility (transport links determine which areas are most desirable for commerce and industry), and land values (the most accessible central areas are the most expensive, driving residential development to the periphery).

Classic land use models such as the Burgess concentric zone model and the Hoyt sector model provide frameworks for understanding how cities are organised, though real cities rarely match these models exactly. In the exam, use the models as starting points but acknowledge that real-world factors such as planning policy, topography and historical development create more complex patterns.

Urban challenges in a developed country

The specification requires named examples. London serves as a strong case study for a developed-country city.

Urban challenges in a developing or emerging country

Mumbai (India) provides a powerful case study for urban challenges in an emerging country.

  • Squatter settlements (slums): Dharavi, one of the largest slums in Asia, houses an estimated one million people on approximately 2.1 square kilometres. Housing is makeshift, sanitation is inadequate, and access to clean water is limited.
  • Informal economy: Many residents work in unregistered businesses such as recycling, textile production and food vending. These jobs provide essential income but offer no legal protection or security.
  • Urban pollution: Industrial emissions, vehicle exhaust and untreated sewage entering waterways create serious air and water quality problems.
  • Low quality of life: Overcrowding, limited access to healthcare and education, and vulnerability to disease (cholera, typhoid) characterise the most deprived areas.
Exam tip: When the Edexcel IGCSE Geography urban environments questions ask you to compare challenges in a developed and a developing country, organise your answer thematically (housing, transport, environment) rather than writing about one country and then the other. Thematic comparison demonstrates deeper analysis and earns higher marks.

Concentrated resource consumption

Cities concentrate demand for food, water, energy and raw materials into a small geographic area. This concentration creates logistical challenges: food must be transported long distances (raising carbon emissions and costs), energy infrastructure must meet peak loads, and water supply systems must serve millions from distant reservoirs. In developed-country cities, per-capita resource consumption tends to be higher, driven by car use, climate-controlled buildings and consumer lifestyles. Waste generation is equally concentrated, with cities producing millions of tonnes of domestic, commercial and industrial waste that must be collected, processed and disposed of. These pressures make resource efficiency and waste reduction essential components of sustainable urban management.

The rural-urban fringe

The rural-urban fringe is the transitional zone where the city meets the countryside. Development here includes housing estates, retail parks, business and science parks, and industrial estates. The specification requires you to understand the greenfield versus brownfield debate:

The specification asks about strategies for making urban living more sustainable and improving quality of life in areas including waste disposal, transport, education, health, employment and housing.

Developed country - Freiburg, Germany: Freiburg's Vauban district is a model sustainable neighbourhood. It features energy-efficient buildings, solar panels on rooftops, excellent public transport (a tram line connects directly to the city centre), limited car parking (residents are encouraged to live car-free), green spaces and rainwater management systems. The result is a low-carbon, high-quality-of-life community that demonstrates what is possible with planning and investment.

Developing or emerging country - Curitiba, Brazil: Curitiba pioneered an integrated bus rapid transit (BRT) system that moves passengers quickly and affordably, reducing congestion and emissions. The city also runs innovative waste management programmes: residents in low-income areas can exchange bags of sorted recyclables for food, bus tokens or school supplies. Green spaces have been expanded to manage flooding and improve air quality.

Different stakeholders play different roles in managing urban challenges: planners design the spatial layout and zoning regulations; politicians allocate funding and set policy priorities; property developers build housing and commercial premises (their priorities are often profit-driven, which can conflict with sustainability goals); and industrialists create employment but may also generate pollution and congestion. Effective urban management requires balancing these competing interests.

Fieldwork connections

Paper 2 may include fieldwork questions related to urban investigation. Relevant techniques include environmental quality surveys (scoring noise, litter, graffiti, green space and building condition along a transect), pedestrian counts (measuring footfall at different locations or times), land use mapping (classifying buildings and open spaces by function) and questionnaire surveys (investigating residents' perceptions of their neighbourhood). Be prepared to explain sampling strategies, justify your choice of data presentation (bar charts, chloropleth maps, annotated photographs) and evaluate the reliability and limitations of your findings.

Common mistakes

  • Confusing urbanisation with urban growth. Urbanisation is the increase in the proportion of the population living in cities. Urban growth is the increase in the absolute number of people living in cities. A city can grow in population without urbanisation increasing (if rural areas grow at the same rate).
  • Writing about challenges without using named examples. "Cities have pollution" is too vague. "Mumbai's Mithi River is heavily polluted by untreated industrial effluent and sewage" is specific and earns marks.
  • Ignoring the greenfield vs brownfield debate. Questions about the rural-urban fringe often test your ability to evaluate both options. A one-sided answer that only discusses greenfield sites will lose marks as the urban environments Edexcel IGCSE mark scheme rewards balanced evaluation.
