On 28 June 1919, in the Hall of Mirrors at the Palace of Versailles, two German representatives signed a treaty they had played no part in writing. The guns of the First World War had fallen silent seven months earlier, but the peace settlement that followed would shape the next twenty years of European history. Was it a fair punishment for a defeated aggressor, or a vengeful diktat that planted the seeds of an even greater war? Few questions in modern history have been argued over so fiercely.
