A third group says the answer is neither, and that lasting change starts with what communities decide for themselves.
This lesson takes that argument seriously. You will map the international strategies on offer, from bilateral aid and debt relief to the Sustainable Development Goals, then set out the strongest version of each position in the debate. Finally you will weigh top-down against bottom-up projects using real schemes in the United Kingdom and Kenya, and learn to write the balanced judgement that high-tariff questions demand.
