In 1982, Nigeria declared that she would not attend the Organization of African Unity (OAU) summit in Tripoli unless Libya withdrew her troops from Chad. The head of the electoral body that conducted the June 12, 1993 elections in Nigeria was Humphrey Nwosu. He was the Chairman of the National Electoral Commission (NEC) which was responsible for organizing and conducting the elections that were widely considered to be the freest and fairest in the history of Nigeria. The election was however annulled by the military government led by General Ibrahim Babangida, leading to a political crisis and the eventual military takeover by General Sani Abacha.
