Citizenship In Action (Technology)

In 2017 a fourteen-year-old girl in London died, and her family found on her phone a feed that had recommended her thousands of posts about self-harm and suicide. They did not stop at grief. They gave evidence, they built a coalition with other bereaved families and children's charities, they gave interviews for years, and the law of the United Kingdom now places duties on platforms that it did not place before.

That is what citizenship action looks like in the Technology theme: slow, evidence-heavy, and aimed at systems rather than at individuals. This lesson covers how citizens campaign on online safety and censorship, how law-making on broadband, libel and child protection can be influenced, how to teach digital skills to people who lack them, and what schools, charities and international organisations are doing to get technology into classrooms that have none.

Objetivos

  1. Engaging with technological change, including campaigning about safety or censorship issues
  2. Understanding the role of law-making in support of technology access or protection issues, such as broadband availability, online libel and child protection
  3. Promoting technological skills and capabilities, and helping other citizens to understand the benefits and risks of social media use
  4. Understanding the work of schools, charities, NGOs, and international organisations in improving access to technology in the classroom

Nota de Aula

Citizenship action on technology faces three obstacles that action on, say, a local road scheme does not. First, the thing you are trying to change is privately owned and designed: no vote decides how a recommendation system ranks posts. Second, it is invisible, because the harm happens inside software nobody outside the company can inspect, so campaigners have to generate their own evidence before anyone will believe them. Third, it moves faster than legislation, so a campaign aimed at one product risks being obsolete before the law arrives.
