Two countries can both hold elections, and still organise power in almost opposite ways. A third might hold no elections at all. Comparing systems of government is not about deciding which country is 'best'; it is about understanding, precisely and fairly, how each system actually distributes power, and what a citizen's relationship with the state looks like inside it.
In this lesson you will compare political systems across countries at different levels of human development, set out the real difference between democratic and autocratic rule, and examine how monarchy, from ceremonial to absolute, fits into the picture.
