Is art a luxury we enjoy when everything else is paid for, or is it part of how a society earns its living, remembers who it is and imagines what it could become? Music, film, design, theatre and the visual arts shape daily life everywhere, yet they are often the first thing cut when budgets are tight. That tension, between the arts as priceless culture and the arts as a cost to be justified, runs through almost every debate about their place in society.

In this lesson you will learn to think about the arts the Global Perspectives way. You will weigh why the arts matter worldwide, set the personal, national and global perspectives side by side, balance the arguments for and against public funding, and judge realistic courses of action. By the end you will be able to frame a sharp report question on the arts and back it with current, reliable evidence.

According to the UN Conference on Trade and Development Creative Economy Outlook 2024, drawing on UNESCO data, the cultural and creative industries account for about 3.1% of global GDP and around 6.2% of global employment, and UNESCO estimates the sector supports roughly 50 million jobs worldwide, close to half of them held by women. The same body found that exports of creative services reached about US$1.4 trillion in 2022. At the same time, access to the arts is uneven: many school systems are cutting arts education, so the chance to take part can depend heavily on where a child lives and what their family can afford.
