(a) Six characteristics of a society exhibiting law and order

1. Obedience to the laws of the land by citizens and government.
2. Respect for constituted authority and lawful instructions.
3. Peace, security and safety of life and property.
4. Equality of all persons before the law and fair administration of justice.
5. Orderliness and discipline in public conduct (for example queuing and respecting others' rights).
6. Absence of violence, crime and self-help; disputes are settled through lawful means.

(b) Explanation of three of the characteristics

1. Obedience to the law: In such a society, both leaders and the led willingly obey the laws, rules and regulations of the land. This voluntary compliance reduces conflict and enables the smooth running of the society.
2. Peace and security: Because people respect the law and constituted authority, there is safety of life and property. Citizens go about their lawful businesses without fear of attack, and this stability encourages development.
3. Equality before the law: Everyone, whether rich or poor, is treated equally under the same laws and courts. Offenders are punished and the innocent protected without discrimination, which builds trust and justice in the society.

(a) Definition of national integration

National integration is the process of bringing together the different ethnic groups, religions, cultures and peoples of a country to live in unity, peace and cooperation as one nation, with a common sense of belonging and shared national identity, in spite of their differences.

(b) Four ways through which national integration can be promoted in Nigeria

1. Establishment of unifying institutions and programmes: Schemes such as the National Youth Service Corps (NYSC), unity schools and federal institutions bring people from different parts of the country together.
2. Encouraging inter-ethnic marriages and social interaction: Marriage, friendship and cultural exchange across ethnic lines break down suspicion and build unity.
3. Fair and even distribution of resources and appointments: Applying the federal character principle ensures that all groups feel included and treated fairly, reducing agitation.
4. Promotion of a common language, culture and civic education: Using a common official language, celebrating national events and teaching citizenship values foster a shared national identity and patriotism.

Five ways the Nigerian society can benefit from citizens' active participation in the political process

1. Election of good and credible leaders: When citizens vote and take part actively, they help to choose competent, honest leaders who will govern well.
2. Promotion of accountability and good governance: Active citizens monitor leaders, demand transparency and check corruption, leading to better management of public resources.
3. Strengthening of democracy and stability: Wide participation legitimises government, reduces political apathy and promotes peace and political stability.
4. Formulation of people-oriented policies: When citizens express their needs and views, government makes policies and provides amenities that truly reflect the wishes of the people.
5. National development and unity: Active participation encourages patriotism, cooperation and collective effort, which speed up social, economic and political development.

(a) Three reasons students join cults

1. Peer group influence: Friends and classmates pressure students to join in order to belong and be accepted by their group.
2. Desire for protection and power: Some students join believing membership will protect them from rivals and give them power and respect on campus.
3. Search for identity, recognition and material gain: Students join to feel important, gain status, or obtain money and undue advantages such as examination favours.

(b) Three government policies on cultism

1. Enactment of anti-cult laws: Government has made laws prohibiting secret cults and prescribing severe penalties, including imprisonment, for members and their sponsors.
2. Prohibition of cultism in schools: Government directs that schools ban all forms of secret cults and expel or dismiss any student found guilty of cult membership.
3. Public enlightenment and rehabilitation programmes: Government, through agencies and schools, organises awareness campaigns and offers amnesty and rehabilitation to members who renounce cultism.

(a) Meaning of drug trafficking

Drug trafficking is the illegal production, transportation, distribution and sale of banned or controlled drugs such as cocaine, heroin, Indian hemp (marijuana) and other hard drugs. It is a criminal act punishable by law and is fought in Nigeria by the National Drug Law Enforcement Agency (NDLEA).

(b) Four social consequences of drug abuse

1. Increase in crime and violence: Drug abusers often commit crimes such as robbery, rape, assault and cultism, disturbing the peace of society.
2. Breakdown of family and social relationships: Drug abuse leads to conflict, neglect of responsibilities and disgrace, which destroy homes and friendships.
3. Loss of productive manpower: Abusers become unreliable, lose their jobs and become a burden on their families and the society.
4. Poor health and moral decay: Drug abuse causes mental disorder, disease and even death, and encourages immorality and other social vices in the community.

(a) Six civic problems in the society

1. Corruption and embezzlement of public funds.
2. Insecurity and rising crime (armed robbery, kidnapping, terrorism).
3. Human trafficking and child labour.
4. Cultism and drug abuse among the youth.
5. Poverty and unemployment.
6. Environmental pollution and poor waste disposal.

(b) Three ways in which Nigerian citizens can be engaged in solving civic problems

1. Active participation in governance: Citizens can vote, contest for offices, attend town-hall meetings and hold leaders accountable so that good policies are made and implemented.
2. Reporting and rejecting wrongdoing: Citizens can report crimes, corruption and traffickers to the authorities, refuse to give or take bribes, and support anti-crime agencies.
3. Community service and enlightenment: Citizens can join civil society groups, engage in public enlightenment campaigns, keep their environment clean, and help educate others on civic responsibilities.

Five roles civil society can play in promoting popular participation

1. Civic and voter education: Civil society organisations enlighten citizens on their rights, duties and the electoral process, encouraging them to register and vote.
2. Mobilisation of citizens: They mobilise and encourage people, including women and youth, to take active part in politics, community affairs and decision-making.
3. Monitoring elections and government: They observe elections, expose malpractice and hold government accountable, thereby building public confidence in participation.
4. Advocacy and defence of rights: They campaign for good governance, defend the rights of citizens and press for policies that reflect the wishes of the people.
5. Providing a platform for expression: They give citizens channels through which to express their views, present demands to government and influence public policy.

(a) Five effects of human trafficking

1. Physical and health harm to victims: Victims suffer injury, disease, sexually transmitted infections, and sometimes death.
2. Psychological and emotional trauma: Victims experience fear, depression, stigma and loss of self-esteem.
3. Loss of manpower and brain drain: The nation loses productive young people who could have contributed to national development.
4. Damage to the nation's image: Trafficking gives the country a bad reputation in the international community.
5. Increase in crime and social vices: It fuels prostitution, forced labour, child abuse and other criminal activities in society.

(b)(i) Meaning of WOTCLEF

WOTCLEF stands for Women Trafficking and Child Labour Eradication Foundation.

(ii) Three activities of WOTCLEF aimed at curbing human trafficking in Nigeria

1. Creating public awareness and enlightenment campaigns on the dangers of human trafficking and child labour.
2. Rescuing, rehabilitating and reintegrating victims of trafficking back into society.
3. Advocating for laws and supporting government (its efforts helped lead to the establishment of NAPTIP and anti-trafficking legislation) to prosecute traffickers and protect victims.

(a) Definition of national development

National development is the process by which a country improves the social, economic and political well-being of its citizens through steady advancement in its socio-political organisation and the provision of amenities such as quality education, good roads, medical facilities and other social infrastructure, leading to a higher standard of living and greater self-reliance.

(b) Four ways in which corruption has retarded the development of the Nigerian State

1. It discourages investment: Corruption drives away both local and foreign investors, so fewer industries and jobs are created and the economy grows slowly.
2. It diverts public funds: Money meant for government agencies and projects such as roads, schools and hospitals becomes a source of private wealth for those in charge, so essential infrastructure and services are not provided.
3. It destroys the moral values of society: Corruption rewards fraudulent people while honest, dedicated workers are punished, thereby destroying honesty and integrity in the nation.
4. It tarnishes the nation's image: Corruption damages Nigeria's reputation both locally and internationally, weakens national consciousness and erodes citizens' sense of commitment to the collective future.
