It is development: the habit of answering a question and then keeping going, adding a reason, an example, a feeling, a what-if. Examiners say it plainly. The candidates who score well are the ones who develop their ideas at length, while weaker ones give a single sentence and stop, waiting for the examiner to rescue them with another question.
