The changing nature of warfare, 1919-39
The First World War (1914-18) introduced technologies that transformed the battlefield. The inter-war period saw military planners attempt to learn from the slaughter and develop new approaches to avoid the deadlock of trench warfare.
Gas had been used extensively during the First World War. Chlorine, phosgene and mustard gas caused horrific casualties and psychological terror. The Geneva Protocol of 1925 banned the use of chemical and biological weapons in warfare, though several nations continued to stockpile them. The horror of gas warfare shaped inter-war attitudes: many people feared that a future war would begin with gas attacks on civilian populations.
Tanks had been introduced by the British in 1916 but were initially unreliable, slow and vulnerable to mud and mechanical failure. During the inter-war years, military theorists like J.F.C. Fuller and B.H. Liddell Hart in Britain, and Heinz Guderian in Germany, developed theories of armoured warfare that emphasised speed, coordination with infantry and air support, and deep penetration of enemy lines. Germany implemented these ideas most effectively.
Heavy artillery remained central to military planning. The destructive power of artillery was the defining feature of the First World War, and inter-war armies invested heavily in improving range, accuracy and rate of fire.
Military aircraft evolved rapidly. By the 1930s, fighters and bombers were far more capable than their First World War predecessors. Theories of strategic bombing, advocated by Giulio Douhet in Italy and Billy Mitchell in the United States, argued that air power alone could win wars by destroying an enemy's industrial capacity and civilian morale. The Spanish Civil War (1936-39) provided a testing ground: the German Condor Legion's bombing of Guernica in April 1937 killed hundreds of civilians and demonstrated the terrifying potential of aerial bombardment.
Submarines had nearly starved Britain into submission during the First World War through unrestricted submarine warfare. Inter-war naval treaties attempted to limit submarine construction, but all major navies continued to develop and build them.
The Spanish Civil War also showcased guerrilla tactics. Republican forces, supplemented by International Brigades of foreign volunteers, used guerrilla methods against Franco's Nationalist armies and their German and Italian allies. The war served as a rehearsal for the technologies and tactics that would define the Second World War.
Changing methods of warfare by land, air and sea, 1939-45
The Second World War saw the theories of the inter-war period tested on a global scale.
Blitzkrieg ("lightning war") combined tanks, motorised infantry and dive bombers in rapid, concentrated attacks that overwhelmed enemy defences before they could organise a response. Germany used Blitzkrieg to conquer Poland in weeks (September 1939), France in six weeks (May-June 1940), and large areas of the Soviet Union in the initial months of Operation Barbarossa (June 1941). The speed of these victories shocked the world.

Civilian resistance movements operated behind enemy lines across occupied Europe and Asia. The French Resistance, Yugoslav Partisans and Polish Home Army conducted sabotage, gathered intelligence and tied down occupation forces. Their effectiveness varied, but they demonstrated that modern warfare could not be confined to uniformed armies on conventional battlefields.
New forms of conflict: nuclear and guerrilla war versus conventional war, 1945-75
The atomic bombs dropped on Hiroshima (6 August 1945) and Nagasaki (9 August 1945) introduced a weapon capable of destroying entire cities in a single strike. The scale of destruction was unlike anything in human history: Hiroshima alone killed an estimated 80,000 people instantly, with tens of thousands more dying from radiation in the following months and years.
The nuclear arms race between the United States and the Soviet Union dominated the post-war period. The USSR tested its first atomic bomb in 1949, and both sides developed hydrogen bombs (thermonuclear weapons) by the mid-1950s. The doctrine of Mutually Assured Destruction (MAD) held that neither side could launch a nuclear attack without guaranteeing its own destruction, creating a paradoxical form of stability. The arms race produced intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs) and strategic bombers capable of reaching any point on the globe.
Arms limitation talks attempted to control the nuclear threat. The Partial Test Ban Treaty (1963) prohibited nuclear tests in the atmosphere, underwater and in space. The Nuclear Non-Proliferation Treaty (1968) sought to prevent the spread of nuclear weapons beyond the existing nuclear powers. The Strategic Arms Limitation Talks (SALT I, 1972) froze the number of ICBMs and SLBMs at existing levels.
Conventional warfare continued in the Arab-Israeli conflicts. The Six-Day War (1967) saw Israel use air superiority and rapid armoured advances to defeat Egypt, Syria and Jordan in less than a week. The Yom Kippur War (1973) demonstrated that conventional forces equipped with Soviet anti-tank and anti-aircraft missiles could initially overwhelm even well-prepared defences, though Israel ultimately counter-attacked successfully.
Guerrilla warfare proved the most significant tactical development of this period. In Vietnam, the Viet Cong and North Vietnamese Army used guerrilla tactics, tunnel networks, booby traps and popular support among the rural population to fight the most powerful conventional military in the world to a standstill. The United States' overwhelming firepower, including strategic bombing (Operation Rolling Thunder) and chemical defoliation (Agent Orange), could not defeat an enemy that refused to fight on conventional terms.
Conventional war and the development of new wars, 1976-2000
The Falklands War (1982) between Britain and Argentina demonstrated that conventional naval and amphibious warfare remained relevant. The sinking of the Argentine cruiser General Belgrano by a British nuclear submarine (HMS Conqueror) showed the lethality of modern submarines. British forces conducted an amphibious landing 8,000 miles from home and recaptured the islands in ten weeks.
The First Gulf War (1990-91) was a showcase for high-technology conventional warfare. The US-led coalition used precision-guided munitions ("smart bombs"), stealth aircraft, satellite-guided navigation and overwhelming air power to destroy Iraqi military capability before the ground offensive began. Operation Desert Storm liberated Kuwait in just 100 hours of ground combat. The war demonstrated the enormous advantage that technological superiority conferred in conventional conflict.
Guerrilla warfare remained potent. The Soviet-Afghan War (1979-89) saw the Soviet Union's conventional forces bogged down by Afghan mujahideen fighters who used the mountainous terrain, local knowledge and external support (including US-supplied Stinger anti-aircraft missiles) to resist a superpower. The Soviet withdrawal in 1989 was a significant factor in the collapse of the Soviet Union itself.
The Strategic Defense Initiative (SDI), announced by President Reagan in 1983 and popularly known as "Star Wars," proposed a space-based missile defence system that would shoot down incoming nuclear warheads. The technology was never fully developed, but the programme intensified the arms race and contributed to the economic strain that helped end the Cold War. The end of the nuclear arms race was formalised through the Intermediate-Range Nuclear Forces Treaty (1987) and subsequent agreements.
Changing methods of warfare at the beginning of the 21st century, 2000-2011
The attacks of 11 September 2001, in which al-Qaeda operatives hijacked four commercial aircraft and killed nearly 3,000 people in New York, Washington and Pennsylvania, transformed the nature of international conflict. Terrorism had existed for centuries, but 9/11 demonstrated that a non-state actor could inflict damage on a superpower's homeland at a scale previously associated only with state military forces.
The "War on Terror" launched by President George W. Bush led to the invasion of Afghanistan (2001) to overthrow the Taliban regime that had sheltered al-Qaeda, and the invasion of Iraq (2003) on the disputed grounds that Saddam Hussein possessed weapons of mass destruction. Both conflicts evolved into prolonged counter-insurgency campaigns that bore more resemblance to the guerrilla wars of Vietnam and Afghanistan than to the conventional victory of the First Gulf War.
High-technology warfare became increasingly precise:
- Surgical air strikes: Precision-guided munitions allowed targeting of specific buildings or vehicles, reducing (though not eliminating) civilian casualties compared to area bombing
- Drone warfare: Unmanned aerial vehicles (UAVs), particularly the MQ-1 Predator and MQ-9 Reaper, allowed strikes on targets in Afghanistan, Pakistan, Yemen and Somalia without risking pilot lives. Drone strikes raised profound ethical and legal questions about sovereignty, civilian casualties and accountability
- Intelligence-led operations: The killing of Osama bin Laden by US Navy SEALs in Abbottabad, Pakistan, in May 2011 illustrated the shift towards targeted special-forces operations guided by intelligence rather than large-scale conventional deployments
The period also saw the emergence of what some analysts called "asymmetric warfare": conflicts in which one side possesses overwhelming conventional military superiority and the other uses unconventional methods (terrorism, improvised explosive devices, cyber attacks) to offset that advantage. The IED (improvised explosive device) became the signature weapon of the insurgencies in Iraq and Afghanistan, causing more coalition casualties than any other single weapon type.
Common mistakes and how to avoid them
- Listing technologies without explaining their impact: Knowing that tanks were used is not enough. You need to explain how armoured warfare (Blitzkrieg) changed the nature of conflict.
